I'm pretty sure KB is referring to the lack of feedback forgers are getting from the tester's guild.
Everyone that tests a map should leave some type of feedback to give the forger many views of the map to see what can be changed to improve the map. I prefer in-game verbal feedback so I can get opinions from the forger. I tested a map last weekend and after every game, I reported new things I found in the map that could be fixed. Some people continuously broke out of the map and used it to their advantage, so I told the forger where to block off the top of the map. If you test a map and you get no feedback, how useful was that test? Maybe you can catch a few errors in spawns or map flow, but you can't get the other opinions of players that were with you. If you test a 1v1 map, so be it. At least the forger can get one other opinion on the map.
