Exactly.Because the top area becomes clogged due to interest, people need to spawn on default Blackout to even this tendency out so they're safely respawning AND the people up top are able to play Halo through the madness.
It WILL make a difference. Even though the top is one giant respawn area, people can and will spawn in there during combat if the alternative spots are clogged. You need to reach a balance of combat between the default map and the structure, while not making the top too filled and not leaving the bottom too sparsely populated. Adding spawns to the bottom won't keep the structure from being played on as you fear; rather, the extra spawns will keep the top from being too heavily crowded and unfun. People will still spawn up there though, if you noticed during our 4-man games spawning was very fair. You need to have the framework for the hella-big games as well as for the small ones, and your small games are fine and big ones need the most work.
