They should also be able to pick up vehicles, like when they come in and drop off tanks in campaign.
Also the pelican should be more powerful with the built in guns, as the phantom has two turrets with better shots.

Actually phantoms were introduced in 2531, and The Fall of Reach (battle of Halo: Reach) was in 2552. Halo 1 starts seconds after the end of Reach battle, when The Pillar of Autumn ran away

Well

The only thing you forgot was that they aren't deletable like the Elephants but can be relocated on large maps like Avalanche or Sandtrap and possibly can be spawned on Sandbox.

uhm, I think a scarab might be just a bit too far...even a map the size of avalanche or sandtrap would be too small for a scarab to be non-overpowering, and those maps are about as big as you could get without making things a bit too big.
