They should also be able to pick up vehicles, like when they come in and drop off tanks in campaign.
Also the pelican should be more powerful with the built in guns, as the phantom has two turrets with better shots.

Actually phantoms were introduced in 2531, and The Fall of Reach (battle of Halo: Reach) was in 2552. Halo 1 starts seconds after the end of Reach battle, when The Pillar of Autumn ran away

But even though phantoms were around during the events on Reach, they weren't used, so I doubt we'll see them at any time during Halo: Reach. The Arbiter was also the sole Coevenant commander during Reach, which is why he led the attack against the humans on the ring, and we'll probably see him in Reach, and a lot of the Reach battle took place in space, so expect some sort of ship
Even more thorough, the phantom can hold a crew of 27 (1 pilot, 2 gunners, and 24 in the cargo hold), but for obvious reasons that wouldn't be too good for gameplay, so I agree with Mike's seating plan
