MLG guardian, 150s respawn time, 1 spare clip.

Rockets have one spare clip on Construct, Narrows, and The Pit.

Purely coincidence that it has worked that way so far. The PP is on maps that have a custom, in order to counter the custom. The sword spawns on those maps (The Pit, Construct) happen to be good places for the PP. There is no rule saying you can't place the PP somewhere else.

First, this sentence makes no sense at all. Second, there is no rule banning multiple powerups. The powerup happens to work better as an incentive and a point of interest with just one, so it is a good idea to use just one.

I think you're probably right that they likely will not enter the pro circuit, but nearly all maps forged for MLG style gameplay will not enter the circuit either. There is no rule in MLG banning the
PR, so if you can make a map where it is useful as an efficient teamshooting tool, it is ok.

So far, the sniper has had two spare clips when it is included, but that is not required. And no, nothing you said is "official" in any way at all.
