Actually the gametype allows the player to start with a BR which should be your primary weapon. The other weapon (Rocket) is a power weapon. Camo is used to counter the rocket. The other (Weapons you call a power weapon) are secondary weapons which you use in certain cases. Let me explain. I have a AR the other player will get ripped to shreds if I come around a tight corner what does he do? Grab the Mauler. The mauler counters the AR. And the AR counters the mauler if used right. The rockets counter maul/sniper if used right etc. Sniper should be used to body shot, BR or head shot and is used mainly when they are coming down a hallway.
You see the map from a stand back point of view may seem like there is to many powerful weapons as you say but the weapons are secondary weapons and have special cases when to be used. That is why you need to learn the maps play style and go get those weapons when the time comes.
