I think a usergroup for people who first sign up that doesnt allow them to post anywhere untill they can proove in a new section that they can post up to standard.

For eg.
The user will be able to veiw all the sections but will not be able to post in any of them, but they will have access to a section that only their usergroup and staff can veiw. There they will have a task to do, there will be a sticky explaining what they should do, the sticky will provide a link to a map, a gametype and 3 or 4 pictures, they will then have to make a thread prooving they know how to attach images and link to maps. If they are able to post propelly then a staff member will change their usergroup so they are able to post in all other sections.

I think this is needed due to the ammount of newcomers in there first post just putting a map title and a link to the map saying "Hai download my new map", I think this would fix this problem.

Thoughts?

but there are quite a few flaws to it and has been rejected every time its been put forward

This could work. However, I highly doubt that the staff members, mods, guardians etc. really wanna go through the 100's of new members we get each week, all trying to post maps. Sure, that would mean that the community would have would be alot more mature/prepared, but I think it would just be way more complicated then need be.

And besides, this would reduce the number of members we get here. As it is some members take one look at the rules we have and just up and go. The point about Forgehub is that it's not an exclusive forging site, but a forging community that welcomes any forger (and even non-forgers) and helps make the better. It is a medium to easily spread your maps without relying on Bungie forums or fileshare, and the kind of limitation you are suggesting would hamper that process.

At least, that's what I think.

Plus too much upkeep. I'm sure a few of us, including me, would be proud to hold such a title and do such a thing, but honestly it comes down to the mods can't be everywhere, and the people the mods pick must be able to devote some time to it each day.

The idea is good on paper, but probably wouldn't work out.

I'd just like to add here that you make very valid points noklu, and they are the reasons why we have never implemented this or variations on this concept in the past, and won't in future.
