I read somewhere that it is decided between the 2 people playing.
But host really counts with the BR and thats the weapon you will be using most, especially sense you dont spawn with grenades.
I have read that a few people are not gong to give the other person host.
So I think there might be some problems in this category.

If you dont have host your at a pretty big disadvantage.

When I posted that I was joking, haha. I heard a lot of people were doing that for the 2v2 though, and they would make a huge issue over not starting the game until they had host.

This problem is just something you'll have to deal with. In the late rounds you'll play three games, so you will have an opportunity to resolve host issues to some extent if you make it to that stage.
