The way I see it is enjoyment and balance go towards gameplay. While aesthetics go towards aesthetics (that's a given) and creativity goes to each (half). So if you get a 10 in everything, gameplay wise you have 25 for gameplay and 15 for aesthetics... of course, even then gameplay can lose. But the chance of it losing are low. --If you got 1 in enjoyment, 1 in balance, 10 in aesthetics, and 1 in creativity. Then that's 2.5 in gameplay and 10.5 in aesthetics... though I doubt that could happen. Anyhow... the winners will be decided much like the lazy map makers contest. In as the highest scoring map for each wins that area... and the one with the most points wins overall... and that's the map that'll win the prizes listed.

Also, if your map is similar to someone elses map submission but isn't the same thing, then you wont lose any points.

Does the winning map, have 0 chance of ever getting featured, or if you win it just isn't an automatic feature, but it can get featured

Does a deployable cover count as a radical conquest concept. because in the "Book Of Conquest" it said that some conquest maps have used them, but I am not sure if its allowed in the contest

I would consider it radical Bartoge. The main focus of conquest is a non-stop battle between the two teams as they fight for their territories. The key-word(s?) there is non-stop. In a traditional Conquest maps the teams are constantly fighting and dieing. The average life time is usally about 10-20 seconds. Deployable covers give a small delay and are usually used to slow down a battle. For that reason, I wouldn't use it.

?

It depends on the nature of your map mainly. If you can completely block off player movement then no. If, however, players are able to either quickly destroy it or maneuver around the cover then it should be perfectly acceptable.

Personally I would say no. The one map that I've seen use it - which is unreleased I think - needed it for cover due to the lack in materials. On Foundry there are plenty of materials to use for cover, so a deployable cover is not necesary for gameplay. If you think it will only improve it then by all means go ahead and use. Make sure to test it out though with a variety of people to see how it goes.

Why is it only allowed on Foundry? There's to many conquest maps on Foundry and hardly any on the other maps.

Easiest to judge with everyone on the same map, and Foundry gives players the most versatility.

I don't see how it would be any harder to judge it if there are entries on different maps. The maps are being judged on enjoyment, balance, aesthetics, and creativity. It doesn't seem like its harder to judge those things on different maps.
