Yes it is a little empty, but most of the time you'll be in the buildings defending the territories.
And yes I am aware of what ODST stands for. Thats why one team starts in a dropship (which can be seen from the ground) and then goes into the "drop pods" (teleporters the lead to tubes at the top of the middle level w/ man cannons the propell them downwards)
