I didn't think about it, but indeed the interlocked block is part of the mancannon device i was working on but failed. So yes you can remove the block, I recommend you don't delete it though because the blocks are maxed out, so each one you delete you will not be able to get back.
And to answer your second question, the three weapons already placed on the structure must stay where they are. However, you can change the respawn settings if you would like.
