Unless you set them to 'Never' respawn and you made place at start 'No' weapons in the same place....

If you were to actually read the section devoted to explaining the timer and not just looking over pictures and making judgments, you would have known that the powerup timer only works for the first set of spawns on the weapons and that there is an audial timer outside of the map to let you know. Look before you leap next time.
